Control Center is using a Rule to monitor Sterling Integrator business process. When a failed (Halted) business process is terminated with Sterling Integrator, this triggers two process_ended events. This is causing duplicate trouble tickets to be opened via SNMP traps.
The SCC Rule was not defined with all the criteria needed to ignore the SI second event.
Add the following Paramters to the Rule; Message Id "Does Not Match" 900.
Provide the Message Id that SI is sending to Control Center.
