When you see message
"The Agent Compatibility Package (ACP) must be at least in version XXXXXXXX. The version available on the installation media is lower. Use a newer IBM Tivoli Monitoring image to install the ACP so that you can select both 32 bit and 64 bit components."
and press Ok, then select Next instead of Cancel to the next dialog shown, this leads to an abort for the current install with message "1628: Failed to complete installation". The abort message can take about 40 minutes to appear.

When you receive the ACP popup message, the correct response is to
1. Press Ok
2. Select the Cancel button to cancel the install
3. Install the ACP at the level called for in the ACP message before continuing then try again the failing installation. If Next is chosen the install will abort with a 1628 error.

APAR IV38260 will abort the install after Ok is pressed on the AC request message so that you cannot press Next or Cancel and so error 1628 will be avoided.

A sample scenario which will lead to the problem is:
install a the 64-bit NT agent then attempt to install a 32-bit agent that has a ACP Component with a lower release than the NT agent. The mentioned ACP popup message is shown. To the screen, reply Ok, then Next to subsequent dialog screen. This leads to a 1628 abort and no other ITM products can be installed or removed.

To avoid this latter problem you need to find the folder with the GUID for the product that received the 1628 abort in it's setup.ini file.
Locate the folders under C:\Program Files (x86)\InstallShield Installation Information e.g. {59AB19CE-2706-4F7B-B567-403BB584D92E}
Open and check in the setup.ini if it is the relevant software (e.g. Product=IBM Tivoli Monitoring).
Rename the folder by adding .old. e.g. {59AB19CE-2706-4F7B-B567-403BB584D92E}.old
The GUID is the ProductCode value in the setup.ini file.

Once this is done ITM components can be installed, upgraded, or removed.
