ConfigEngine scripts fail with message: Configuration Engine is currently locked!"

Websphere Portal 8 ConfigEngine scripts fail immediately with the following message:

"Configuration Engine is currently locked! Please wait for the current process to finish before attempting to execute another configuration"

<wp_profile-root>/ConfigEngine/log/ConfigTrace.log displays the following when running the ConfigEngine script (for example with the migration script 'upgrade-profile'):

Configuration Engine is currently locked! Please wait for the current process to finish before attempting to execute another configuration
BUILD FAILED

There are 2 Potential causes for this error

1) There is another ConfigEngine task running on the system

Solution:

- Wait for this ConfigEngine Task is finished before executing the ConfigEngine upgrade-profile migration task

2) A previous ConfigEngine Task terminated prematurely and a .lck file exists in the the <wp_profile>/ConfigEngine directory

Solution:

- Open the <wp_profile>/ConfigEngine directory

- Remove all files with the .lck extenstion and re-run the ConfigEngine ... upgrade-profile task

WebSphere Portal 8.x

1) View the <wp_profile-root>/ConfigEngine/log/ConfigTrace.log for the Build Failed Message

2) The Line above the Build Failed Message will display the text
Configuration Engine is currently locked! Please wait for the current process to finish before attempting to execute another configuration
3) Check for other run ConfigEngine Processes
4) If there is no other ConfigEngine Processes running navigate to the <wp_profile>/ConfigEngine directory an search for *.lck and remove them if they exists

1) If there is another ConfigEngine task running on the system wait for the task is finished before executing the ConfigEngine upgrade-profile migration task

2) If there is not another ConfigEgineTask running on the system, navigate to the <wp_profile>/ConfigEngine directory and remove all files with the .lck extension and re-run the ConfigEngine script.
