Problem(Abstract)
To change your password using the TM1Web Client fails with the error message:
Operation Failed
System has encountered a problem while handling your request.
Please try again.
If you keep having trouble, please contact your system administrator for assistance.
The corresponding error message in the TM1Web logfile tm1web/tm1web.log will look like:

System.FormatException: Invalid length for a Base-64 char array.

But when you change the Primary Language in your web browser's Language Preferences to English you can change your password using the TM1Web Client.
Cause
Default settings of the IIS webserver and the .NET Framework.
Environment
Windows Server 2008 R2
IIS 7.5
Resolving the problem
Open the IIS Manager.
Go to the folder ".NET Globalization".
Change the parameter "Culture" - "Culture" to "Auto Detect".
Change the parameter "Culture" - "Enable Client Based Culture" to "True".
Recycle the IIS webserver.
Now you should be able to change your password using the TM1Web Client when English is not the Primary Language in your web browser's Language Preferences.
