Problem

Conpying HFS/zFS files for z/OS Unix System Services (USS) to another z/OS USS encountered SAF013I - The User Security exit has abended or HFS failure. This can also occur when the remote node is Windows or Unix.

Symptom

SAFB013I - The User Security exit has abended or HFS failure.

Cause

The DTF userid and process userid does not have the appropriate level of authority to access the file(s).

If the DTF userid and process userid do not have the proper level of authority in the system security application (RACF, ACF2, TopSecret) or permissions in USS this error will occur.

Diagnosing The Problem

SAFB013I - The User Security exit has abended or HFS failure.
Check security profile ensuring the correct level of authority and USS permissions.

Resolving The Problem

The DTF userid and process userid need to have the OMVS segment defined to their security profiles in the system security application (RACF, ACF2, TopSecret) and update authority to the BPX.SERVER facility.

You need to add a FACility class rule for BPX.SERVER access (Service(UPDATE) Allow) and SURrogat class rule BPX.SRV. - access (Service(READ) Allow). Once these rules are in place access to ZFS files should be successful.
