Attempts to log into the IBM Rational Team Concert (RTC) web interface with Microsoft Internet Explorer 8 results in hanging behavior.
The Loading ... screen hangs when you try to log in first time to RTC's web interface. You are then forced to refresh before you are prompted for your credentials.
This problem only occurs on non-English operating systems.

Resolving the problem
- Add the English (United States) [en_US] language from the list of languages in Control Panel > Internet Options > General (tab) > Languages, as in the screenshots below
- Restart the web browser.
