Problem
You have applied an Explicit policy to Group which is "Mail-only" group and you notice that, the policy does not apply.
Resolving the problem
Policies can't be applied to "Mail-only" groups. The workaround is to set the Group type as "Multi-Purpose". Even it works with Group type "Access Control List only".
