Problem(Abstract)
After a process failed creating a GDG due to a B37-4 abend, all inbound process fail with a RC 10 SVSE002I message.
Symptom

Cause
A prior fix was put in a location which bypassed a close when there is an unexpected error resulting in the file remaining allocated.
