Rational® RequisitePro® client for Web (RequisiteWeb®) provides an option to turn off its Auto Suspect feature

RequisiteWeb provides an option to disable Auto Suspect. This allows you to edit requirements with traces to requirements that reside in an external project to which you may not have access. Previous versions required you to have access to the external project in order to modify such requirements.

To disable the Auto Suspect option, deselect the Auto Suspect checkbox in the User Profile panel.
