Problem
Widget toolbar will not display when enabling the feature "Show Widget Toolbar and My Widgets Panel" under File --> Preferences --> Widgets
Symptom
Widget toolbar does not display
Cause
The cause of the issue is a new default option in the Desktop Settings document. Starting in Domino 8.5.3, the setting "Restrict The Creation Of Widgets To Specific Types" is set to "Enable" instead of "Disable" as in earlier releases.
When the setting "Restrict The Creation Of Widgets To Specific Types" is set to "Enable", it will also prevent the display of the Widget Toolbar.

Diagnosing the problem
To diagnose the issue, determine if a Desktop setting document exists. Although the Desktop setting document may be used for other features and functionality, the presence of the Desktop setting policy will cause Widgets to disappear, if they were already enabled, and not display after enabling the option "Show Widget Toolbar and My Widgets Panel" under File --> Preferences --> Widgets
Resolving the problem
This issue has been reported to Quality Engineering in SPR TMDS8VURWB (APAR LO70348), and was closed as "Not a bug".
To resolve the issue, change the Desktop setting option, "Restrict The Creation Of Widgets To Specific Types" from "Enable" to "Disable".
