Problem(Abstract)
In Cognos Administration there are five settings that are used to set email attachment properties:
Maximum size of uncompressed mail attachment for delivery service in MB2.
Maximum size of uncompressed mail attachment for report service in MB,
Maximum size of uncompressed mail attachment for batch report service in MB
Maximum size of uncompressed mail attachment for agent service in MB
Maximum size of an email message for delivery service in MB.
There are some changes on how this works in Cognos 10, previously in cognos 8 configuration was required for 'mail.attachment.limit', in Cognos 10.1.1 this is now set under 'Maximum size of an email message for delivery service in MB' and this property refers to size of the email before compression (whereas Maximum size of uncompressed email attachment for delivery services sets the limit above which all mail messages are compressed). Symptom
Empty email attachment or no email attachment sent out to users. Scheduled jobs in pending state.

Resolving the problem
Check following settings in Cognos Administration:
1.Maximum size of uncompressed mail attachment for delivery service in MB2.
2.Maximum size of uncompressed mail attachment for report service in MB,
3.Maximum size of uncompressed mail attachment for batch report service in MB
4.Maximum size of uncompressed mail attachment for agent service in MB
5.Maximum size of an email message for delivery service in MB.

Here is example on how you can tweak those parameters to suit your environment:
In Cognos Administration -> Configuration -> Dispatcher and Services -> select dispatcher that needs to be configured -> select the Settings tab. To limit the available choices: -> in Category box select Tuning.
(in distributed environment configure all of the dispatchers running delivery service, report service, batch report service) -> select set properties button of the service that you want to configure.
Note you would need to check/configure this settings for all of the five services options listed, and configure according to your specific requirements, for example:
“Maximum size of uncompressed email attachment for <service_name> services” = 8 MB (note - this is the limit for the email attachment generated by particular services, if uncompresed email attachment
generated is larger than this email sent will be empty, this does not means that above this value emails are going to be compressed)
“Maximum size of uncompressed email attachment for delivery services” = 9 MB (setting this to the largest setting of the any of the services or more works for most environments – this is the setting that sets the limit above which all emails are compressed).
“Maximum size of an email message for delivery service in MB” = 10 MB ( generally set this larger than any of the other services including uncompressed for delivery services settings as the delivery service is the one that sends email )
