Is there a way to dynamically refresh CNMSCAT2 after making changes to the command authorization table?

Yes, if you make changes to your CNMSCAT2 command authorization table, you just need to issue the REFRESH command as follows below to load your modified table dynamically:
REFRESH CMDAUTH=TABLE,TBLNAME=CNMSCAT2
