Domino does not shut down cleanly during Microsoft Windows OS shut down

If a MS Windows shutdown is initiated without quitting Domino first, Domino will not shutdown cleanly.

Launch Domino as a Windows Service.
With Domino running, initiate a MS Windows Shutdown or Restart.

In the Windows Event logs, we see the shutdown initiated:

Event 6006 12:03:07

Note: 6006 is the Windows Shutdown event code

In the console log we see:

31/10/2012 12:03:08 Calendar Connector shutdown
31/10/2012 12:03:09 Agent Manager shutdown complete
31/10/2012 12:03:09 Router: Mail Router shutdown
31/10/2012 12:03:09 Index update process shutdown
31/10/2012 12:03:10 Database Replicator shutdown
31/10/2012 12:03:10 Administration Process shutdown
31/10/2012 12:03:11 Starting Server shutdown
31/10/2012 12:03:16 Event Monitor shutdown

So we see Domino beginning to shutdown but the shut down never gets completed i.e. we do not see "Server shutdown complete".
Windows shuts down too quickly.

This problem was documented in SPR # KSAN7VGFPP and was concluded by Development to be Working as Designed:
"Domino is shutting down as fast as it can and responding to the shutdown request. There is nothing we can do on our end at this point and I'd say it's really a limitation of the Windows shutdown process"

Microsoft Support were engaged when IBM Support were investigating this problem.

Microsoft Support advised a plausible work-a-round for this problem is to create a shutdown script for the Domino Service which will force Windows to wait for Domino to shutdown before it proceeds with it's shut down.
