API subsystem can not be initiated.
Symptom
L0B2Z20 API return code 2920 TRC
Cause
The API subsystem can not be initiated within 30 seconds.
There is a hard coded time out value of 30 seconds coded in the API subsystem call routine.
Resolving the problem
Work around: restart the batch job.
Analyse if your system is busy or short on resources.
