Problem
The documentation states the following: "Framework Manager is available as a 32-bit installation only. It must be installed on a 32-bit computer with a Microsoft Windows operating system."
Resolving The Problem
Framework Manager is a 32-bit application, but it can be installed on a 64-bit operating system. If you do install it on a 64-bit operating system, you cannot install it to the same location as you have installed the 64-bit IBM Cognos BI server components. You must choose a different location.
