MailImport Business Rule fails with Connection Timeout error in Rational Focal Point

Problem(Abstract)

Attempts to configure MailImport Business Rule using IBM Rational Focal Point results in the error "Connection Timeout" in logs.

Symptom

Error in catalina.out:

javax.mail.MessagingException: Connect failed;
  nested exception is:
        java.net.ConnectException: Connection timed out
        at com.sun.mail.pop3.POP3Store.protocolConnect(POP3Store.java:130)
        at javax.mail.Service.connect(Service.java:236)
        at javax.mail.Service.connect(Service.java:137)
        at javax.mail.Service.connect(Service.java:86)
        at MailImport.getValue(MailImport.java:114)


Cause

You need to import you mails from frequently used mailbox into Rational Focal Point.
