Problem
Attempts to launch IBM Rational RequisitePro results in error "RequisitePro will not start, because it was unable to obtain a license..."
Symptom
You receive the following error message:

Cause
This error occurs since the application fails to register rqwrapper.dll file while launching
Resolving The Problem
In order to resolve the resolve the reported problem, you will need to set an environment variable by applying the below steps:
- Right click on My Computer
- Select Properties > Advanced > Environment Variable
- Navigate to System Variables > Path > Edit
- Add the complete path where the file rqwrapper.dll is located in the RequisitePro install location.
Default location:C:\Program Files\IBM\RationalSDLC\common
Once done launch Rational RequisitePro
