Attempting to install TIP 2.2 fixpack 07 (using 2.2.0-TIV-TIP-Windows32-FP0007 package) on Windows TIP 126.96.36.199 server fails.
IBM SmartCloud APM UI V7.5 prerequisites Tivoli Integrated Portal V188.8.131.52; If your current TIP version is 184.108.40.206 you need to install TIP 2.2 fixpack0007 first, prior to IBM SmartCloud APM UI
Possible cause is that the TIP WAS embedded file <TIP HOME>/bin/WASServiceMsg.dll is locked, and can't be overwritten during fp0007 installation, although TIP server service has been stopped prior to attempting TIP 2.2 fp07 installation.

Diagnosing the problem
1. Check the content of C:\Documents and Settings\<user>\TIPFPInstaller-00.log for error similar to :
SEVERE : Raw Exception in DeploymentPlanProcessor.process(INSTALL): COIEventType.ERROR reported (from com.ibm.ac.coi.ext.ia.COIWrapperPluginImpl.install)
FINER : THROW (from com.ibm.ac.coi.ext.ia.COIWrapperPluginImpl.install)
Caused by: com.ibm.ac.coi.ext.ia.COIWrapperException: COIEventType.ERROR reported
Caused by: com.ibm.ac.coi.api.exception.DeploymentPlanExecutionException: One or more Machine Plans within the DeploymentPlan failed. Failure count = 1
2. Check the content of the file <TIP HOME>/logs/fix.WAS_FP_PAK.install.err for error similar to :
com.ibm.ws.install.ni.framework.NIFException: The (bin/WASServiceMsg.dll) file cannot be replaced. If the file is being used by another process, stop that process or service , and run the update again. If this error occurs on Microsoft Windows operating systems, then set all WebSphere-related system services to manual startup, and reboot the system. An example of a WebSphere service on Microsoft Windows operating systems is any service that is named IBM WebSphere Application Server
Caused by: com.ibm.ws.install.ni.framework.fileactions.NIFFileActionIOException: The (bin/WASServiceMsg.dll) file cannot be replaced. Resolving the problem
-Make sure TIP Windows service is stopped (service is named "Tivoli Integrated Portal-V2.2_TIPProfile_Port_1631) and in manual mode as startup type.
- rename current bin/WASServiceMsg.dll file as bin/WASServiceMsg-Origin.dll file for example.
- reboot your system
- install TIP 2.2 fp07 again
This should allow the deployment of new bin/WASServiceMsg.dll file as part of TIP 2.2 fp07 installation.
