EMPRelay.exe fails to start with the error "Resource with identifier 102 not found" if the locale is not set to 'English UK'

Problem

The Rational ClearQuest Application Lifecycle Management Packages, V1.1 include the following packages: ALMWork V1.1, Attachments V2.0 and EmailPlus V2.0. If you download the Rational ClearQuest ALM V1.1 package and attempt to use the included []EMPRelay.exe[] program on a Windows system that is set to a locale other than 'English UK', the following error message appears: []Resource with identifier 102 not found[] Furthermore, attempting to use the []EMPRelay.exe[] program that is included in the ClearQuest EmailPlus V2.0 package might not work and is not supported.

Cause

There is a known issue with the version of EMPRelay.exe that is included with the EmailPlus V2.0 package. The EmailPlus V2.0 documentation omits a statement that EMPRelay.exe mode is not supported.

Resolving The Problem

IBM Rational ClearQuest V8.0.0.3 introduces a redesign of the ClearQuest EmailRelay application for the EmailPlus V2.1 package. To use the ClearQuest EmailRelay service with the EmailPlus package, you must upgrade to ClearQuest V8.0.0.3 or later. Note that only the ClearQuest Web server must be at V8.0.0.3 to use the ClearQuest EmailRelay service. ClearQuest clients do not need to be upgraded to V8.0.0.3.
