AWSJIS166E No valid action can be performed on the Tivoli Workload Automation instance that has been selected. Select another valid instance in which to install the product or component, or create a new instance.
The error can also appear in the installation log /tmp/TWA/tws8*/twsismp.log. The message is described in the TWS 8.5.x Planning and Install Guide:

A Tivoli Workload Automation instance can only have one instance of each of its constituent products and components installed in it. To install more than one instance of a product or component, you must install them in a different path, thereby creating a second instance of Tivoli Workload Automation.

The error can also be due to a missing /etc/TWA/twainstance0.TWA.properties file. If the FTA was originally installed using the 'twsinst' command line installer instead of the ISMP GUI installer, it is designed to not create the .properties file.
Diagnosing the problem
o Confirm whether or not the /etc/TWA/twainstance0.TWA.properties file exists.
o Verify that Software Distribution registries contain applicable entries for the existing TWS instance:
a. Logged in as root user, from <TWSHOME>/_uninstall/CLI/ directory, source the Software Distribution environment with:
b. Run the command 'wdlssp > myfile.txt' and review the resulting myfile.txt file.
Resolving the problem
There are two alternative solutions:
1. Upgrade or patch using twsinst/twspatch instead of using the ISMP GUI. If performing an upgrade, the syntax is:
twsinst -update -uname <myTWSuser>
If applying a Fix Pack, the syntax is:
twspatch -install -uname <myTWSuser>
You can see further syntax details by running "twsinst -u" or "twspatch -u".
2. To use the SETUP.bin ISMP GUI installation, the installer will need a valid /etc/TWA/twainstance0.TWA.properties file for the existing TWS instance. A copy restored from a recent backup of the server would be ideal.
Or, if the file exists on another FTA in the environment where the version and patch level exactly match what is already installed on this instance, that file could be used like a template. It is essential to make sure the TWS user, paths, and version numbers are correct relative to this system.
