- It loads the PM file with the P (Program) entities to

- It initializes the CS special characters files.
- It loads the NR file with the entities that will not be
migrated (currently Blocks whose types will not be
retrieved: SE, AR, QG, TR, QD, Q4, QV, QA, QI, TI).

- It loads the RQ file with the list of all the problems
found:
* Orphan conditions in Programs and Screens
* Segments renamed in -CD
* Segments called as ...=00 in the -CD of Programs
* Segments unused in -CD
* Reports with duplicate labels
* Reports for a PDM layout
* Value testings in the -CE of Screens
(records incorrectly sorted)
* -GE lines whose references (Text, Segment, Data
Elements) are not defined.
* Invalid character strings on Windows:
"CON", "PRN", "AUX", "NUL",
from "COM1" to "COM9" and from "LPT1" to "LPT9".

and -GE lines was lost when updating with UPDP
