Problem(Abstract)
Attempts to open a library in Rational Method Composer (RMC) result in "IUPL0306E: Failed to upgrade the method library" error.
Symptom
RMC returns the following error.
IUPL0306E: Failed to upgrade the method library. Please see the log file for more details
See Figure 1 for the error message.

Cause
The Attributes of the library folder is "Read-only".
Resolving the problem
Consider the following steps.
- Click the library folder.
- Right click the library folder. Then click Properties.
- Click General and clear the Read-only attributes.
You receive pop-up Confirm attributes changes.
- Click Apply changes to this folder, subfolders and files option in the Confirm attributes changes window.
- Click Apply and OK.
Open the library again to see if the error message is gone.
