Symptom

Error: Interchange Non-Compliant received in the Deenvelope Status Report.

Cause

The input data is wrapped every 80-bytes.

Resolving The Problem

GIS is not designed to process data that is blocked every # of characters. The data must be streamed or blocked after each segment terminator.
Modify the file to remove the newline character which occurs every 80 bytes, then reprocess.
