Problem
IBM Remote Administration Console (RAC) fails to start when launched on Windows 2008 servers. The application crashes immediately, and an error is logged in the WAL log.
Symptom
When starting RAC,, the application crashes immediately, reports a Windows error. The following is written to the WAL log:

SysV: Error 5 creating file mapping. Map file key is: 0xcfaa0000. Process Aborting...
Cause
Error 5 is a permissions error. It is not enough for the user running RAC to have admin privileges, the user also requires SeCreateGlobalPrivilege privilegs
Diagnosing The Problem
First, ensure the user is a member of the local administrators group. Then run the following command at the command prompt:
whoami /priv
The output should include the SeCreateGlobalPrivilege in the list of privileges
Resolving The Problem
As an administrator, go to:
Control Panel -> Administrative Tools -> Local Security Policy -> User Rights Assignment -> Create Global Objects
And make sure the user in question is listed, whether explicitly or by group
Please Note: If your Windows environment uses Active Directory to cascade policies, your local settings will be ignored. If, after making the previous changes and logging out of windows and back in, then running the whoami command given above, the SeCreateGlobalPrivilege entry is still not seen, ask your Domain administrator to assign this privilege to the user
