Problem(Abstract)

Error 10048 is a Windows operating system error indicating another process is using the same port as the TEM agent (default 52311).

Resolving the problem

The following error is a Windows operating system error indicating another process is using the same port as the TEM agent (default 52311).

For additional troubleshooting run the following command in a Windows command window:
netstat -a -n -o > c:\netstatlog.txt
This will output a listing of connections by process ID. You can then use Task Manager to identify the process that is using the TEM agent port 52311 (default).

The error is frequently found on Active Directory domain controllers and can be caused by local DNS services. Please see the following Microsoft documentation for information on reserving port ranges: http://support.microsoft.com/kb/812873/.
