TEM Diagnostics is giving me a warning the "TEM Root Server Running" test failed

Problem(Abstract)
The warning from the TEM Diagnostics Tool indicates that the TEM Root Server service is not currently running.
Resolving the problem
Check the Windows Services dialog and verify that the TEM Root Server service is started. If it isn't, then start the service or restart the computer. If you continue to have a problem, contact technical support.
