Client Access License not compatible

Technote (troubleshooting)


Attempts to upload a version 3.0 Client Access License to IBM Rational Team Concert 3.0.1 results in an error while 'previewing the license state'.


When uploading a version 3.0 license into the 3.0.1 instance of Rational Team Concert, the following error is seen:

An error occurred while requesting a preview of the license state. (Two policies can only be merged if their operation rules are exactly the same, but the two policies had a different number of rules) ID CRJAZ1663E


This error could be caused by two issues:

  • Rational Team Concert version 3.0 and version 3.0.1 licenses are not compatible.
  • Corrupt license keys are found in the DB after an upgrade and may result in the complete inability to upload license keys. This is identified in Defect 168958 on

Resolving the problem

To resolve this issue,

  1. Navigate to the Rational License Key Center of Passport Advantage and download the correct 3.0.1 Client Access License to import into Rational Team Concert.
  2. The Client Access License will import without error.

If an error still occurs, then the license keys are corrupt in the database as indicated above and addressed in Defect 168958.


If the license keys are corrupt, you should contact 1-800-IBM-SERV to open a PMR with IBM Support whom will need to provide an extended jar file with the deleteItem API.
