Answer

The SOE PIF/REXX toolkit (Scheduling Operational Environment) is available online at the following IBM.com URL.
>
> https://www.ibm.com/developerworks/community/groups/community/zGlue
>
You will need a working IBM CUSTOMER LOGON to access this site, but it is no longer necessary to specifically register with the SOE authors. Just download and enjoy. PDF files for all documentation are included in the download package, and online support is available at the z/Glue site.
.
SOE provides complete BATCH UNLOAD/LOAD for all TWSz data objects except for the OPERATOR INSTRUCTION database which is already covered by the EQQYLTOP batchloader.
.
SOE also duplicates or exceeds all BCIT functionality. It allows the user complete BATCH access to the TWSz databases, Long Term Plan, and Current Plan via the PIF interface without need to write any PIF programs. Simply generate a command file with a simple syntax similar to the BCIT.

Note that for the IWSZ 9.3 release and higher (IBM Workload Scheduler for z/OS) what was SOE has
been renamed WAPL (Workload Automation Programming Language) and is part of the base 9.3 product so the download information above is no longer applicable. WAPL is a fully supported part
of IWSz 9.3
