Error running Rational Team Concert v3.0 or v3.0.1 on Windows Server 2008 R2: No buffer space available (maximum connections reached?)

When running under load, on a multi-processor (or multi-core) system running Windows Server 2008 R2 (including SP1), the Jazz Team Server or CCM application may stop responding with an error in the server or application log which says, "No buffer space available (maximum connections reached?"


The server stops responding to requests and log file contains the error "No buffer space available (maximum connections reached?)".


Microsoft has identified a defect in the code on Windows Server 2008 R2 (including SP1) which results in a socket leak under certain conditions.


Rational Team Concert version 3.0 or 3.0.1 - Jazz Team Server (or IBM Rational Quality Manager, or IBM Rational Requirements Composer)

Multi-processor machine running Windows Server 2008 R2 (including SP1)
No Transport Driver Interface (TDI) Drivers installed

Diagnosing the problem

If the Jazz Team Server or CCM application stops responding, review the messages in the server logs directory and search for the "No buffer space available (maximum connections reached?)" error
