Answer
The Rational Team Concert Developer and Rational Team Concert Developer for Workgroup licenses are essentially the same, which is why they are grouped together on the License Key Management Page. Notice how the Trial and Workgroup licenses are indented under the first Developer license, recognizing all Developer licenses as one bundle.
Using the above screenshot as an example, once the 10 Developer licenses have been assigned, the server will automatically assign users from the Developer for Workgroup category. Therefore, there is a total of 60 licenses available to be assigned.
The Developer for Workgroup Client Access License will not be visible on a user profile to be assigned, but can be assigned simply as a Developer license.
