I have a project where a dialer is being used but I there are records where interviewers have manually coded as 'No Answer' from the tipresps menu screen.
Apart from records where preview dialing applies, what else would cause the dialer to pass a record to an interviewer while it is still unanswered?

Resolving the problem

Calls will be passed to the interviewer any time there is a connection. This can include such things as answering machines and voicemail. We have also seen on rare occasions where a telco provider does not send a proper signal for tri-tones, resulting in those appearing as connections.

The "No Answer" tipcode is a standard tipcode available for interviewers to select, whether or not it is a true No Answer. The interviewers are probably miscoding things such as immediate hangups. If that is an issue, you may want to consider removing or hiding that tipcode
