V NET,INACT for TRL major node fails with IST2160I after issuing a v tcpip, stop of device or interface

Troubleshooting

Problem

After successfully issuing a vary tcpip, stop command for a TCPIP device or interface for an OSA, a subsequent VTAM V NET,INACT,ID=nodename command on the TRL ID representing the TCPIP device or interface results in the following message: IST2160I VARY INACT FAILED : ULP IS USING TRLE nodename

Cause

After the TCPIP vary stop command, VTAM sets a timer for approximately 2 minutes to allow for immediate recovery of INOPs (should they occur).

Resolving The Problem

After this timer expires, the device is automatically deactivated from VTAM. This avoids the need to issue the VTAM V NET,INACT command on the TRL ID after the TCPIP stop for the device or Interface has completed.
