Troubleshooting
Problem
User runs a Controller standard report (also known as a 'system report'). User receives an error. Depending on the environment, the problem may appear to be intermittent.
Symptom
Cognos 8
RSV-CM-0004 - The current user does not have the capabilities required to execute the 'runSpecification' operation. Please contact your Administrator.
Cause
There are several potential causes for the same error message.

This Technote specifically relates to the scenario where the problem is caused by a code production problem in the Cognos BI components that are used with Controller 8.3.x and earlier.
Environment
Controller 8.3.x and earlier.
Resolving The Problem
Fix
Upgrade to the latest version of Controller.
Workaround #1:
In some environments, the reports work OK if the end user re-runs the same report 3 times. Also, from then onwards, the reports will work OK until the end user logs out of Cognos/Controller.
Workaround #2:
Give the group "Controller Users" both "Execute" and "Traverse" permissions for the capability "Specification Execution".
Steps:
- Launch Cognos Connection (http://servername/cognos8)
- Login to the portal as an administrator
- Click "Administer Cognos Content"
- Click tab "Security"
- Click section "Capabilities"
- Locate the capability "Specification Execution"
- Click on Set Properties
- Click on "Permissions" tab
- Click "Add" and add the group "Controller Users"
- Tick the selection box next to "Controller Users", and tick the boxes in the "Grant" column for both "Execute" and "Traverse"
- Click "Apply"
- Click OK
- Ask the 'bad' users to logout of Cognos / Controller, and then log back in again, and test
