Diagnosing The Problem
The ABEND0D6 PIC 26 is taken in module MVPCDOVM, the client interface for the Virtual Machine Communication Facility (VMCF), on a program call (PC) instruction x'B2182000'. MVPCDOVM was attempting a PC to VMCF at the time of the error. VMCF, however, was not active at the time, as the IP SELECT ALL output indicates.
Resolving The Problem
You must have VMCF and the Termination Notification Facility (TNF) active before the Telnet client attempts a connection. The TELNET command is a TSO Telnet client command which requires this interface to be active to work.
