Problem
SQL1042C and SQL1032N failures from the DB2 Database manager for the Tivoli Storage Manager 6.X Server and the Server fails to start with invalid license key error
Symptom
The following errors are reported on the console when starting the server in the foreground:
ANR0151W Failure starting database manager.
ANR0279S The database manager failed to start. The database manager license key is invalid or was removed.

The following error is reported when running the 'db2start' command to start the DB2 instance:
[tsm-prd01:tsminst1:/home/tsminst1/tsminst1] db2start
SQL1042C An unexpected system error occurred.
SQL1032N No start database manager command was issued. SQLSTATE=57019

Setting the effective userid to root failed.
Cause
This problem can occur if the filesystem is mounted with the 'nosuid' option set in the 'etc/filesystems' configuration file. Normally the db2start program is configured to run with the 'suid' as the DBA user.
Resolving The Problem
1. Unset the 'nosuid' option in /etc/filesystems file. (the system admin should be consulted regarding this setting)
2. Remount the filesystem
3. Reissue the db2start command
