Question
This Rational Licensing technote discusses an issue that happens when you run lmutil on Windows 2008 and Windows 7 OS. It will fail with this error message:
lmgrd is not running: Cannot connect to license server system. (-15,10:10061 "WinSock: Connection refused"
Answer
The workaround is to edit the hosts file in the system32 folder (C:\Windows\System32\Drivers\etc\hosts) to contain the IP address and the machine name (for example, 9.X.X.X hostname)
