Answer
The shutdown.BlockWhileAgentStopped parameter may not function properly in certain conditions. This custom IPS parameter corresponds to the Agent Protection setting Block all network traffic when the Agent is not running.
This has been fixed as of 10.0.413.2375. Please update to this version or later.
