Problem(Abstract)
When the configuration (dsmicfgx) or upgrade (dsmupgrdx) wizards have a problem running the DSMSERV commands, the wizard displays a generic message like "Format completed with return code 499" for any error running that command. Additional checking must be done to find the cause of the error.
Resolving the problem
During the processing, the wizards issue several DSMSERV commands, which can fail for a number of reasons. One common reason for the failure of the FORMAT command is a lack of space.

The panel that displays the message contains most of the output from the format command. It might be necessary to use the scroll bar to check for all error messages. If the panel is no longer available or if the information on the panel seems incomplete, you can obtain the complete output in the Format.Out file in your instance directory.
The example above shows that ANR0370E and ANR2975E messages were issued. This example indicates that the archive log directory had insufficient space.
The ANR messages from the format should be reviewed, and the help for the messages checked for possible causes and solutions to the problems. Visit the troubleshooting and support sections of the Tivoli Storage Manager Information Center for additional problem resolution information.

The wizards have similar issues with the DSMSERV LOADFORMAT (upgrade only), PREPARE (upgrade only), EXPORT (upgrade only), INSERTDB (upgrade only) and RUNFILE commands that are also run during upgrade or configuration processing, and the debugging methods are similar. Not all of the commands will display on a panel, but all will create a .OUT file, for example Prepare.Out, that can be checked for ANR messages.
For the configuration wizard, all the .OUT files will be in the version 6 server instance directory. For upgrades, the PREPARE and EXPORT functions, the files will be in the version 5 server instance directory.
If the message indicates a problem with DB2, the db2diag.log files may contain further information on the problem.
