Outgoing synchronization blocked by uninitialized user id

Technote (troubleshooting)


Attempts to use IBM Rational Team Concert with IBM Rational ClearQuest results in a Blocked Synchronization Status error.


Unable to synchronize a work item in IBM Rational Team Concert with a record in IBM Rational ClearQuest, outgoing synchronization blocked by an uninitialized Jazz user id.

Synchronization Status displays the following:

Blocked by: Synchronization Status for {JAZZ_USER_ID}: Uninitialized


There are other possible causes for this type of error. This technote only covers the follow use case that causes this problem.

Use Case:

  1. There was a Jazz user id created, for example, peter, but the id was archived.
  2. A new ID was created or imported from the LDAP server, with the same user information (such as user name and email address), and the ID is PETER.
  3. The owner of the existing work items has been reassigned from the archived user id peter to the new user id PETER.
  4. Attempt to perform the outgoing synchronization for the modified work item in RTC resulted in the following error:
    Blocked by: Synchronization Status for PETER: Uninitialized

Resolving the problem

Following the steps below to resolve the problem:

  1. Disable outgoing synchronization
  2. Shutdown the CQ Connector Gateway to prevent incoming synchronization.
  3. Export the user synchronization rule.
  4. Delete the user synchronization rule. This will delete the user proxies which are connecting the archived RTC users with the CQ users.
  5. Import back the user synchronization rule.
  6. Change the CQ user login id from peter to PETER if you have not already done so. The ClearQuest User Administration tool may not allow you to change the login id from lower case to upper case directly, in which case you need to
  7. Restart the CQ Connector Gateway.
  8. Retry the blocked outgoing synchronization.
