Problem
DB2 Command Window or CLP hang when being started. A blank window is opened which just hangs.

Diagnosing The Problem
An application like Process Explorer (technet.microsoft.com/en-us/sysinternals/bb896653.aspx) will show that the process that is actually hanging is chcp.com. It reports the following chain of executeables:
cmd.exe --> db2clpsetcp.exe --> cmd.exe --> chcp.com
You can verify that the problem is actually with chcp.com by opening a Command Window and executing
cmd /c chcp 1252
which should also hang.
