Unable to apply CAL to new admin user in setup wizard due to warning message.

Problem(Abstract)

When users attempt to configure RQM 2.0 Standard Edition with a non-Derby database (such as DB2), the setup wizard will display the following warning when attempting to assign a CAL to the Admin User created.

"The server has reached the maximum user limit..."

This will prevent a user from applying one or more CALs to the user-created Admin user.

Resolving the problem

This message can be safely ignored, with no negative effect. There is a known UI issue with the Setup wizard that may prevent users from assigning a CAL if a server license allows unlimited users. The user should click Next, and proceed with the project area creation page. Completing the wizard will automatically assign the appropriate Quality Manager CAL to the "Admin" user created in the previous page.
