Cause

This situation occurs because the Cache Monitor was not installed and the cache was out of sync.

Answer

Once the Cache Monitor was installed and used to clear all available caches from services/cache/iwk/, the situation was resolved. The Cache Monitor can be downloaded from the following site: IBM Extended Cache Monitor for IBM WebSphere Application Server technology preview.
