Problem
A Tivoli Storage Manager client restore/retrieve operation is initiated and data is restored using volumes from the copy storage pool instead of the primary storage pool.
Cause

Resolving The Problem
There are multiple cases in which the Tivoli Storage Manager server will choose to restore from a copy storage pool instead of the primary storage pool :
- Primary storage pool access is unavailable
- Primary storage pool volume access is unavailable or damaged
- Primary copy of object being restored/retrieved is damaged
- Copy pool volume access is readwrite or readonly (not offsite or unavailable)
- Object to be restored/retrieve is stored on less volumes in the copy storage pool than the primary
