Abstract
The Q Capture program does not stay up when Version 9.5 Fix Pack 2 is applied. The following error is seen in the Q Capture log:
ASN0604E "<program_name>" : "<program_identifier>" : Active
publications exist, but the license for WebSphere Event Publisher
was not found.

If you have applied V9.5 Fix Pack 2 in your Q replication environment, Q Capture will terminate with ASN0604E. If you do not intend to use Data Event Publisher, then apply V9.5 Fix Pack 3 to correct this problem.
