Question
An application preexisting on an endpoint has a user defined software signature associated with it. Is there a way to create an entry on the agent SPB handler without pushing the SPB (which would fail on account of the software already being installed)?

An application preexisting on an endpoint has a user defined software signature associated with it. The software signature scan correctly identifies the software installed and populates the DCM with the correct information; however it does not populate the agent SPB handler on the endpoint with the correct installed state (ICU). Is there a way to create an entry on the agent SPB handler without pushing the SPB (which would fail on account of the software already being installed)?

No, you cannot create an entry in SPB handler without pushing SPB. The "Dependency Editor" inside the SP Editor does only take affect if the dependent package has been previously installed with spbhandler itself.
The proper way to define software dependencies for the software that has been previously installed on the endpoint would be to create the Requirements at Software Definition level in TPM UI.
