IST967I ALESERV ADD FAILED and DFHSI1572 Unable to OPEN VTAM ACB

Technote (troubleshooting)

Problem(Abstract)

When you start your CICS system, the startup fails with messages: IST967I ALESERV ADD FAILED FOR applid; RC 0C RS 00000000 and DFHSI1572 applid Unable to OPEN VTAM ACB - RC=00000008, ACB Code=14

Symptom

IST967I ALESERV ADD FAILED FOR applid; RC 0C RS 00000000
DFHSI1572 applid Unable to OPEN VTAM ACB - RC=00000008, ACB Code=14

Cause

You started more CICS systems on a LPAR using VTAM (z/OS Communications Server) persistent sessions than z/OS could support. VTAM persistent session support makes use of the z/OS dataspace capability registering session information into a dataspace. So, it requires one dataspace per CICS system. There might also be other components that make use of z/OS dataspaces. However, there is a limit regarding the number of dataspaces on a LPAR which is about 500 and this limit had been reached.

Resolving the problem

  1. Identify those CICS systems that do not require VTAM persistent session support, such as test and development systems.

  2. Then change the system initialization table (SIT) parameter for those systems specifying PSTYPE=NOPS. Also, make sure to have the SIT parameter PSDINT either omitted or set to zero.

  3. Recycle the subset of the CICS systems that have been changed and were currently running.

  4. Now you should be able to start the CICS that has failed to come up.
