ICMP monitor never reports response less than 10ms

Question

Why doesn't the ICMP report a faster time than 10 milliseconds?

Answer

To measure response times lower than 10ms, one must enable the HighAccuracy property for the ICMP monitor. This will allow the monitor to utilize as much CPU as needed (likely all of it) to be able to measure such small times as well as do everything else that the monitor has to do (send events, write to logs, send/receive ICMP messages, etc).

Note: Be careful on Solaris installs, as it is also necessary to first set hires_tick = 1 in /etc/system and reboot the system for this property to take effect.
