Problem
Library Client's mount request for a scratch volume times out with the following error messages: ANR8779E Unable to open drive /dev/rmtX, error number=16. ANR1404W Scratch volume mount request denied - mount failed.
Cause
The Library manager, or another application on the Library manager is holding a reservation on the drive.
Resolving The Problem
This error scenario was seen on Windows 2003 Library Manager and an AIX Library Client. The drive paths and definitions were checked out and the configuration was correct. To verify that the Library Manager, or another application on the Tivoli Storage Manager Server side is holding a reservation for the drive, please do the following steps:
1. Use the IBM Tape Diagnostic Tool (ITDT) to verify that errno 16 is happening outside of Tivoli Storage Manager by trying to open any drive. Note: The drive does not need to have a tape loaded, the errno 16 (EBUSY) is received during the attempt to open the drive.
2. Power off the Library Manager Server.
3. Power cycle the library, this may not be required, but will ensure that any reservation held on the drive is cleared.
4. Repeat step 1 again; if the drive opens then the Library Manager is holding a reservation on the drives.

Check the following IBM device driver parameters to verify they are disabled:
1. DPF (Data Path Failover)
2. CPF (Control Path Failover)
3. Disable third party software used to monitor SAN devices

Note: DPF, and CPF, are parameters of the IBM device driver, and this problem is most likely an IBM device driver issue. For more information on these parameters please download the "IBM Tape Driver Installation and Users Guide from the following website:
