Cause

The problem is due to missing SE_DEBUG_NAME rights for the user. In the example FDC above, the user was 'USER1'.

Resolving the problem

Grant SE_DEBUG_NAME rights for the user 'USER1'.

The SE_DEBUG_NAME right can be granted to the user by including the user 'USER1' under the "Debug Programs" right in the "User Rights Assignments" which can be navigated through Start > Control Panel > Administrative Tools > Local Security Settings.
