Oracle client and networking components were not found, when configuring an Oracle based RequisitePro project

Problem

This technote identifies a possible cause and resolution to Oracle error such as "Oracle client and networking components were not found", and "Driver's SQLAllocHandle on SQL_HANDLE_ENV Failed", which might occur when configuring a Oracle based IBM® Rational® RequisitePro® Project.

Cause

The full error message is as follows:

The Oracle client and networking components were not found. These components are supplied by Oracle Corporation and are part of the Oracle Version 7.3(or greater) client software installation.
You will be unable to use this driver until these components have been installed



ODBC Error: [Microsoft][ODBC Driver Manager] Driver's SQLAllocHandle on
SQL_HANDLE_ENV Failed - Unable to connect to the database.

A common cause for these errors is that the Oracle \Ora92\bin directory is not set in the Microsoft® Windows® PATH environment variable.

Environment

This can been seen in a Windows 32 bit enviornment and 64 bit windows environments

Resolving The Problem

To resolve this issue add the full path to <Full Path>\Ora92\bin directory into the Windows PATH variable.

By default the full path to the Ora92\bin directory is C:\Oracle\Ora92\bin
